Because God is the author of every bible verse in which the word ALL appears, I believe that it means ALL.
"The Father has given ALL things (men also) into Jesus' hands", John 3:35. Jesus said, "ALL things (men also) are delivered unto me (by) my Father", Matthew 11:27, "In His hand is the life….of ALL mankind", Acts 17:25 - Job 12:10.
"ALL flesh shall know (me)", Isa. 49:26. "Unto (HIM) shall ALL flesh come," Psa. 65:2. "ALL flesh shall worship me", Isa. 66:23. "God will wipe away tears from ALL faces", Rev. 21:4 - Isa. 25:8. "Great joy shall be to ALL people", Luke 2:10.
The word "ALL" really means ALL. "Of Him through Him, and to Him are ALL (men)", Romans 11:36. "ALL men were created by and for Him", Col. 1:16 - Rev. 4:11. "He will resurrect ALL men", John 5:28. "He will restore ALL men", Acts 3:21. "He will reconcile ALL men", 2 Cor. 5:18. "Reconcile ALL men unto Himself", Col. 1:20. "Christ will make ALL men new", Rev. 21:5. "He will justify ALL men", Romans 5:18, "and give eternal life to ALL men", John 17:2 - Romans 5:18.
If the word ALL really means ALL, then it does not mean SOME. Notice, "ALL that dwell on earth will hear the gospel", Rev. 14:6. "ALL men will be taught", Isa. 54:13. "He is the Saviour of ALL men", I Tim. 4:10. "He brings salvation to ALL men", Titus 2:11. "ALL men will be gathered together in one body", Eph. 1:10.
Jesus said, "I come….to save the world", John 12:47, John 3:17. "He gave his flesh for the life of the world", John 6:51. "Christ is the Saviour of the world", John 4:42. "Now and after the day of judgement, our Lord will save ALL men", Isa. 45:22 - Isa. 52:10 - Acts 13:47. A definite promise Jesus Christ positively will "SAVE YOUR WHOLE HOUSE", Acts 16:31 - 11:14.
